Q1: Can more organisations submit a joint application?
It is possible for more organisations to submit an application as a coalition. However there must only one lead applicant who will be responsible for the work, sign the contract and redistribute the money.
Q2: Is it better to apply as a coalition or as individual organisations?
Applying as a coalition or in more countries does not automatically grant more opportunities to be funded. Civitates is not only interested in the scope of the work but also its depth. We expect applications coming from coalitions to focus on support needed for coordination of work and/or for joint activities in a context of tight strategic alignment.
Q3: Can an organisation be part of more coalitions?
An organisation can be the lead applicant of only one proposal but can be part of more coalitions. However, in reviewing the proposals Civitates will assess how different is the organisation’s role in the different coalitions.
Q4: Can universities apply?
Yes, public and semi-public universities can apply as they are considered as no-profit organisations.
Q5: Are for profit companies eligible to apply?
For profit companies are eligible to apply if they can provide legal guarantees that profits are re-invested in the organization, most typically in the form of by-laws or internal regulations. In sum, they need to show that the Civitates’ grant will not be used to generate profit for the organisation.
Q6: We are a newly established organisation and we do not have financial documents yet: can we apply?
New organizations can apply but they need to be already legally registered. If audited financial documents for previous years are not available you can submit any internal document you are using to track finances.
Q7: We are an organisation with different entities registered in different of the candidate priority countries. Which one should be the lead applicant?
We generally want to fund the organisation that is doing the actual work in the country. Consider that we will also do a due diligence check, according to the Network of European Foundation rules that will assess the health of the organisation in terms of finances, staff management and governance.
The work
Q8: We are a paneuropean organisation doing work in various/most of the candidate priority countries. Should we include work in all the countries or focus on some?
We invite organisations working in multiple countries to reflect on what can be realistically achieved with the amount of money they are requesting for this call. If it can help cover work in all the countries you are welcome to elaborate on your plans across all of them: otherwise you can focus on where you see the biggest challenges/opportunities or where you need to strengthen your work.
Q9: Can the work focus on specific demographic groups?
While we are looking for actors working at national level we accept applications from organisations working on specific communities or stakeholders (e.g. children, women, migrants etc.)
Q10: Can I also share information about the EU level work that we do?
It is possible and appreciated as background information, but the main assessment will focus on work at national level.
Administrative questions
Q11: Do you need translation of organisational documents (e.g. satutes, registration documents, financial documents) in English?
If available, please submit them in English, otherwise they can be in other languages. Application material (Narrative proposal – concept note & Simplified budget proposal) need to be in English
Q12: Are there limitations on activity costs vs core costs?
There is no fixed limitation. In terms of overheads we suggest around 20-30% but it can be increased if justified.
Q13: Co-funding criteria?
There is no formal co-funding criteria. The Selection Committee will, however, consider how support to the applicant might open or strengthen a path for sustainability from other sources.
Q14: Can we upload additional documentation?
It is not encouraged but it is possible to upload additional documentation. You can use hyperlinks in the application.
