Civic Power FAQ - Protecting and Expanding Civic Space in Europe

Civitates has compiled this Frequently Asked Questions (FAQs) to help civil society organisations interested in applying for our two open calls in Slovakia, Romania, Bulgaria, Hungary, Poland, and France, and in Austria.

Can a grant be re-distributed between coalition partners?

Applicants may re-distribute parts of the Civitates’ grant to other coalition partners. If any partner receives more than 30,000 EUR, it must be indicated in the proposed budget and the partner must be defined as “main partner” in the application form. Applicants may re-distribute to more than one partner. Any partners receiving more than 30,000 EUR will go through the same due diligence process as the main applicant.

Can a grant be re-granted?

Applicants may re-grant parts of the Civitates’ funding to other coalition members or partners. This should be clearly indicated in the proposed budget. Please note that as part of our due diligence process, we may ask you to provide more information on your selection, due diligence, monitoring, and evaluation procedures.

Is it possible to re-grant or re-distribute a Civitates’ grant to an individual ?

It is not possible to re-grant or re-distribute a Civitates’ grant to an individuals.

What is the difference between ‘anchor grantee’ and coalition?

Anchor grantee refers to the leading organisation in a coalition. From a technical point of view, the anchor partner enters a grantee contract with Civitates and is legally responsible for the grant.

Are previous grantees having an advantage?

Civitates is starting a new grant-making cycle. Previous grantees are welcome to apply but decisions will be made solely on their applications.

Can you explain the budgetary limitation?

The grant amount should not exceed 50% of the applicant’s previous year’s operational budget. It applies to the 2023 operational budget of the coalition’s leading organisation. The budgets of the coalition’s members do not add up.

Can for-profit organisations apply?

Civitates only fund non-profits as leaders of the coalitions. There are no other restrictions in terms of specific formats of organisations. For-profit organisations may participate in coalitions and receive funding re-distributed or re-granted by the coalition lead as long as they can prove that funds are reinvested and not used to generate profit for the organisation.

Can the work of the applicants cover other countries?

The applicant’s work may cover other countries than the priority country where it resides but that part of their work might not be funded by a Civitates grant.

Can new coalitions apply? What is the definition of coalition?

Civitates prefers to fund already established collaborative work. We do not require “formalised” coalitions and networks. The proposal must specify the composition, the joint goal and the collaborative work. It should answer the following questions: Why do those organisations work together? How do they collaborate? Why are they better positioned to achieve their goal together?

Civitates will also consider new or forming coalitions and partnerships where we see a clear commitment to collaborative work and already established connections among organisations.

Could you clarify what the “final products” the organisation must achieve because the grant is not for a project?

Civitates does not pre-define the final product; nor do we prescribe the format of the final product. It is up to applicants to define and propose what they see as realistically doable during the grant period. Ultimately, we would like to see well-functioning collaborations of civil society organisations able to address threats and opportunities.

What is the (expected) success rate – how many applicants do you expect to receive?

It is hard to anticipate the number of applications. Austria is a new priority country for Civitates and we planned this open call for proposals precisely to map the field and familiarise ourselves with the relevant actors.

Are newcomers (organizations with fewer than 5 years in the field) can apply?

New organisations are welcome to apply. However, we do not fund start-ups and require at least 6 months of operations.

Are all annexes mandatory, e.g. audited accounts and reports?

Non-audited organisations may apply for Civitates’ funding, however we may ask for additional documentation . If your organisation is not audited please make sure to submit the last three annual accounts (2021,2022 and 2023 – profits and loss and balance sheet) and the operational budget for 2024.

Can coalitions apply?

Coalitions are also welcome to apply to this call.
